The military salute is a sign of respect, rendered to one senior in rank, which is then returned by the senior as a sign of mutual respect. Customarily, an officer in uniform does not salute enlisted personnel or officers of lower rank. No American president before Reagan had ever returned a salute, including former five-star Army General Dwight D. Such salutes are generally not rendered by one not in uniform, even active duty service members.
